Public Opinion Management: Six Steps from Detection to Review

When public opinion management is improvised, the failure is structural rather than personal: nobody knows who saw it first, who judges it, or who speaks. Fix six steps with deliverables and time limits, and the process survives staff changes.

    1. The Six Steps

    StepWindowDeliverableOwner
DetectSame dayIncident card: source, time, contentMonitoring
    VerifyWithin 4 hoursFact-check sheetBusiness unit
GradeSame dayLevel and recommended pathBrand lead
AssignSame dayTask sheet: who responds, who liaisesProject lead
RespondBy levelApproved wording and publication recordBrand and legal
ReviewWithin a weekReview notes and process fixesWhole team

Verification and grading decide everything downstream. Verify badly and the response drifts from facts. Grade too high and a small issue becomes a topic; grade too low and the window closes.

    2. What the Incident Card Holds

Six fields: original link, publish time, posting account, content summary, reach (shares and comments), and whether checkable facts are present.

The last field decides the path. Specific dates, documents and named parties mean a factual matter requiring business verification. Pure emotion and opinion means a service or perception matter, handled differently.

    3. Three Rules for Responding

State only what can be verified, without speculating about motives. Give progress with a date and a named owner rather than "we are handling it". Speak through one channel per incident so departments do not contradict each other.

A common misconception is that more responses mean more control. Repeated statements extend the news cycle. One clear statement, updated only when something material changes, holds up better.

    4. Working With Outside Support

Some companies engage reputation or public opinion management firms. Draw the boundary clearly: monitoring, analysis, message drafting and rule-based platform appeals can be delegated. Any operation that interferes with information by irregular means cannot, because it creates legal and platform risk and can weaken a position that was originally sound.

Three compliant forms of support: monitoring and alerts, content and message support, and appeals filed under platform rules. All three can be written into a contract and reviewed.

    5. The Evidence File

Keeping records is not about blame; it is about speed next time. Retain five artefacts: incident card, verification record, grading conclusion, approved statement, and platform feedback.

Incidents often span weeks and staff change. With a complete file, whoever takes over understands the context in half an hour.

    6. What the Review Asks

Three questions: was detection timely, was the judgement accurate, was the response effective. One concrete example per question beats three pages of summary.

Turn conclusions into actions: add keywords to the monitoring list, tighten one time limit in the grading table, add three pre-approved statements to the library. Three changes per review and the system is built within a year.

    7. FAQ

Do we need 24-hour staffing? Most companies do not. Keyword alerts plus a duty phone, with a stated response deadline, is more practical.

How do we set levels? Use two dimensions: reach and factual clarity. Escalate anything involving safety, regulators or wide distribution; verify before grading when facts are unclear.

Who writes the statement? Business supplies facts, brand shapes the wording, legal reviews the claims. Three short contributions beat one long draft.
